Thompson stated, “They’re essentially shell companies created to defraud the program created to submit on a wholesale level, fraudulent claims for services that aren’t necessary and are not provided. It’s been allowed to go on for far too long, and we need to do whatever we can to stop it in its tracks.”

Investigators said large sums were sent overseas, primarily to Kenya, often to purchase real estate. Thompson said some defendants came from outside Minnesota after learning of the state’s housing programs’ vulnerabilities.
